OMG, nasa TV ang mukha ko ngayon lang. Sa ABS-CBN’s Bandila. It should have been awesome, I guess, but I don’t appreciate the SENSATIONALISM attached to the word “NABUBULOK”. Also GMA NEWS.TV’s use of the word “ROTTING”. That’s not my point, pipol, sorry.
Sa urban lingo, a.k.a pangaraw-araw na salita:
Nabubulok (rotting) - nakatambay, matagal na naka-imbak, hindi gumagalaw, stationary, not showing any progress, loser.
I did NOT literally mean INUUOD, NAAAGNAS, INAAMAG, YUCKY at EEEEW! Get it?
I know what non-perishable goods are. You see, doon tuloy na-focus ang denial ng DSWD, hindi sa santambak na goods. Kakaiba.
On to the next point. Marami akong nabasang comments, posts at kung ano-ano pa, doubting the veracity of my “allegations”. I was there in the warehouse. I presented the pictures. I think I’ve done my part as a concerned citizen.
To the DSWD officials and Ms. Cabral:
The burden of proof is on you. The donors expect that everything they sent be distributed immediately to the intended recipients and not be stored in some warehouse. As government officials, it is your social responsibility to the people.

In fairness to Secretary Cabral and the DSWD. I’m posting her comment. It’s amazing that she found the time to write a very long winded comment/explanation. She didn’t have the time to answer one simple question from a journalist two days ago. She was given every opportunity to present their side pero sa totoo lang she ignored each one.

The Department of Social Welfare and Development (DSWD) manages the National Relief Operations Center (NROC) which is the facility for processing and storage of relief goods that are purchased by the Department or donated to us by generous individuals both here and abroad. The relief goods are released to our Regional Offices or directly to evacuation centers or to the local government units as they are needed and requested by these entities. They are delivered in trucks, many of which were lent to us by private companies or by military vehicles. Some of the goods are shipped by air from nearby Villamor Airbase.
When typhoons Ondoy and Pepeng hit the country, we received and are continuing to receive donations. Our warehouses are indeed full, inspite of the fact that we have distributed 500,000 food packs and 200,000 clothing packs as well as thousands of sacks of rice, blankets, beddings, and items of personal hygiene in the past almost 4 weeks. That is the reason why when asked if we still have enough goods, my constant reply is yes, so far we do, thanks to the many kind-hearted individuals and organizations as well as countries who responded and are still responding to the plight of the typhoon victims.
There are no rotting relief goods in our warehouses as we do not keep perishables there and the relief goods that are there, save for the donated old clothes are quite new since they have been either recently purchased by us or have been just donated.
Our goods are repacked by volunteers who are there because they want to help. But they are volunteers and report when they have time to help us. Sometimes there are two hundred of them and sometimes there are only a dozen. However many or few they are, we appreciate their presence and their assistance. Weekdays are usually quiet but on Saturdays and Sundays, the students, along with others who work Monday to Friday, including our own employees, are there.
Our staff at the warehouse work round the clock even now, making sure that the requests for relief goods are met in a timely manner. They work hard, they work quietly and they work humbly and I feel bad that they have been subjected to public vilification that they do not deserve.
I do not recall having talked to an Editor of Philippine News. I do remember my secretary telling me that someone was on the phone asking why there were no volunteers working at the warehouse. My reply was we do not own the time of the volunteers.
I wish that I could have prevented the deaths from typhoons but in fact, they have nothing to do with the relief goods that we are in charge of. Most of the deaths were from drowning or injuries sustained during the typhoon. Some died of illnesses. We are not in charge of rescue nor are we in charge of health and to the best of my knowledge, none of the deaths was due to absence of or delay in the delivery of relief goods.
We would like to assure all of you that the relief goods will reach the intended beneficiaries as they become necessary and will be used only to assist them. However, the relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded. It includes an updated list of donations received and goods released from the DSWD warehouse.
There are many aspects of disaster response. They include recovery and rehabilitation and in both instances, goods and other resources are still needed. In the initial reaction to a calamity, people will want to help and as we saw recently, they came in droves, offering their time, their talent and their resources. We want them to know how much we appreciate them for what they have done and what they are still doing. But further down the road, when the initial flush of generosity gives way to donor fatigue, there will remain only a few hardy NGOs and volunteers and the workers of the DSWD and other government agencies to continue the job of helping the disaster victims back on their feet. Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty. We at the DSWD wish to assure you that your trust in us is not misplaced. Thank you.

Before I published my post, I called an editor friend and discussed the issue with him. He saw that there was a valid story and decided to write it which all journalists are supposed to do.
Before submitting his story to Philippine News, he called the office of the Social Welfare Secretary and FOUR times, the request was denied.
In fairness to the editor of Philippine News, I am posting his comment. His story was in the front page of this week’s issue.

“My name is Beting Dolor and I am a columnist and contributing editor for US-based Philippine News. I have been with this paper since 2002.
I was the one who called DSWD four times to try and get their side. I was told that Sec. Cabral was 1) at a meeting, 2) interviewing applicants, 3) in the comfort room, and 4) about to leave for Pampanga.
It was her office secretary who relayed to me her message that there are not enough volunteers.
I wrote my piece for Philippine News because I was disturbed by the relative inaction of the department. The Philippines is under a state of calamity. As such, action is needed now, not tomorrow.
The hundreds of thousands of displaced Filipinos need all the help they can get. They cannot wait.
In times like these, I expect the DSWD to work 24 hours a day, seven days a week. The DSWD says there are not enough volunteers. I disagree. There are tens of thousands of Filipinos willing to help. The DSWD should have gone to the schools to ask for volunteers. There are countless employees in the private sector willing to help. The DSWD could have asked the Armed Forces and the Philippine National Police to help.
I expect the department to take a more pro-active rather than a reactive stance. I expect the secretary to DEMAND that everyone help out. Lest we forget, human lives are at stake.
The victims are dying by the score everyday. It’s in the news.
As for the rotting of the goods, we all know that it is not only food that can rot. So, too, can clothes, canned goods, biscuits, blankets and everything else that can be found in the DSWD warehouses.
Time is of the essence. The food that the DSWD hands out today will be forgotten tomorrow. Believe it or not, the victims still need to eat every day. Three square meals, if possible.
Finally, the hoarding of the relief goods for future calamities does not make sense. We have just undergone the worst calamity in 40 years. Does the DSWD plan to keep those goods for the next four decades?
Distribute them now, not tomorrow, not next week, not next month.

Good thing na you clarified the word nabubulok. Naku, sensationalism….umatake na naman sa ere. As far as I understand also, you never mentioned it was nabubulok or something but rather nakatenggga lang sa warehouse.

It’s like a person who fell off of a boat, people on the boat are surrounded with life vests yet they choose not to use its purpose. Cabral and her cohorts has already promised these relief goods to POLITICIANS TRAPOS and CORRUPT which she owed a lot when she asked for confirmation as Secretary of DSWD during confirmation hearings with the Commission on Appointments manned by Congressman of the House of Representathieves and Senatongs. Not to mention favors (give and take) between and among her fellow Cabinet Secretary and other government officials/Malacanang palace residents and relatives running for next year May election particularly those running for the highest post - the reason being if that person win, she will be reappointed again as DSWD Sec or in other lucrative government position).
Thats the sad reality happening to our country’s politics. We need to raise this issue to the nth level so the people may know what kind of government officials we have.

saludo ako sa tapang mong kumuha ng mga pictures kahit katabi ng sikyu. grabe, sandamakmak nga ang relief goods na nabubulok dun (read: nakatengga!) may post din ako tungkol sa natural calamities na man-made naman talaga, tulad nitong puno’t dulo ng problemang ito, si ondoy at pepeng.
Mabuhay ka Ella! Dapat talaga sa mga nasa gobyerno kinakalampag para kumilos. Kailangan ng mga nasalanta yung relief goods na yun as soon as possible. At dapat nga na round the clock ang packing at distribution. Kung kulang sa tao, they can appeal to the people for volunteers via all forms of media. Imbes na nagagamit para kahit papaano maging komportable yung mga tao eh naka “stock” lang.

Nakakatuwa sundan blog mo, anyway, hope u don’t mind na panay comment ko. Kasi since ondoy, though puro Re-tweet at Re-posts lang ginawa ko maghapon, I know what happened during that 1 week na nagdagsa ng relief goods sa iba’t ibang schools and relief centers. Alam nyo po ba na may ilang schools/relief centers na pinapauwi na ang volunteers dahil sobrang dami na nila? At nakapost po lahat yan sa facebook and twitter accounts ko. Marami pong nagvovolunteer at marami rin pong nag-rerepost and hindi na text message ang naguupdate ng drop off sites and mga centers na kulang ng supplies, it’s via blogging, facebook and twitter. Kaya walang reason para magsabi ang DSWD na short-handed sila, kasi maraming volunteers, ayaw lang talaga nila ipamudmod yang mga imported relief goods. Baket nga ba ako mamumudmod ng coleman eh magagamit yan ng sangkatutak na kamag-anak ko! duh??!?! Anyway, excuses excuses… d na tumatalab sa akin yan since napanood ko si Mikey sa Unang Hirit w/ Mareng Winnie. It ignited the patriotism in me, di ako mahilig makialam sa politics pero sobra na kasing panloloko ginagawa nila. saludo ako sa ‘yo…..sana mas maraming Ella na may lakas at tibay ng loob na isiwalat ang katotohanan. i agree with some of your followers, next tym mas maganda at may paseguro kung sa Kapuso Foundation at Sagip Kapamilya na lang idaan ang mga donations kahit sabihin pang over sa publicity at least nakikita natin ung pinatutunguhan. Syempre, hnd naman nila (GO) ipapakita or ipupublicize ang pamumudmod sa mga special someones nila sori…baka nga panginoon nila. mga tuta kase yang mga yan ni congressman, senator, mayor, at ang hindi pwedeng mawala, ang kanilang mga kamag-anak.

Honestly this is why I didn’t donate through the DSWD. Why will I have faith in one part of an entire system that I don’t trust? And when I asked friends from the right places (GMA, Aid agencies) they said don’t na muna send kase lots of countries are sending relief goods, and wait nalang for later when we need to sustain the efforts..
too sad talaga..and the fact that they are focusing on semantics is typical..I mean, Erap is trying to run for president again. If that isn’t a key indicator of the state of our nation, I don’t know na what else can tell us that our government is rotten to the core.

napakabobo naman nila, they treated the word “nabubulok” literally, OMG, anyway ang laban mo ay laban ng buong sambayanan, ang kabataan ay kailangan ng kumilos at manguna upang labanan ang mga gahaman at mapagsamantala sa ating pamahalaan, sinalanta na, may mga namatay pa ngayon GUGUTUMIN pa ng mga WALANGHIYANG buwaya sa pamahalaan ang sambayanAng FILIPINO, kung hindi pa lumabas ang BLOG mo hindi pa sila magkukumahog magtawag ng mga volunteers, but then again what happen sa mga gusto pa din mag volunteers…wala!!!…MAY MAG PUSO BA KAYO!!…TULOY ANG LABAN, HUWAG NATING HAYAAN NA YURAKAN ANG MGA KARAPATAN NG BAWAT ISA SA ATIN….

Hi Ella! KUDOS to you, girl! I’ve been following your post (actually re-post) from abashet’s blog (gangbadoy), and found out nga na OK na link mo. Worry ko yesterday was - BUHAY PA BA SI ELLA? i am not impressed nor relieved of cabral’s lengthy explanations about the protocols, SOP’s, inventories etc, that need to be done BEFORE any of those goods can be packed and distributed to the very people who were intended to receive them in the first place. i personally think her explanations are nothing short of LAME, and all lameness showed through in the form of changing the point you were making. e.g. focusing on the “nabubulok” word and the “non-perishable” .

The blog you wrote really upset me. Siguro dahil na rin sa personal experiences ko with local DSWD offices. Pero ito ay pambansang issue na. Hindi na dapat palagpasin pa! Thanks for the wake up call. Madami kaming nasa panig mo. Nakakainis pag ganito ang nangyayari. Buti na lang may isang Ella na naglakas loob magsulat tungkol sa mga totoong nangyayari. Of course they will deny it. Lack of volunteers ba kamo? So ganun ganun na lang yon, maghihintay lang sila na may dumating na volunteer habang ang mga biktima namamatay na sa gutom? Lagi naman silang nasa TV ah, bat di sila manawagan na kulang kulang ang tao sa warehouse nila. Eh bakit ang NGOs dinudumog ng mga gustong tumulong? Kasi nga may irerepack! Napaka phony ng sagot nila sa issue sa totoo lang!! Nanawagan nga kanina sa DZMM. Ang tanong, bakit ngayon lang? Dahil ba alam na ng madla ang tinatago nila? its easy for you to say that the DSWD should do this and that because you are not in their position. during the typhoon, you are not the one’s who made rounds to different places, hindi kayo yung nagtrabaho hanggang hating gabi nung mga panahon na yun…they cant just release those goods gaya ng gusto niyo dahil lahat yan nililista kung san mapupunta at kanino mabibigay…sila ginagawa nila ang trabaho nila miski walang camera na nakatutok sa kanila habang namimigay ng mga goods…hindi nila kasalanan kung madaming namatay sa bagyo, hindi naman nila ginusto na bumagyo at hindi rin naman kontrolado yun..ang trabaho lang nila ay mag allocate ng mga goods sa mga pamilya na nangangailangan…and if you’re saying na hindi sila nag announce that they need volunteers, mali kayo dun..i’ve seen shoutouts in facebook that they need volunteers and they even actually requested for a repost of that shoutout..

For DSWD.
1. Camp pads, blankets, pots can also be considered relief goods.
2. There really is no way to validate Ella’s claim that only two people were allowed inside a particular warehouse. For one, they might have checked in at the wrong time or it used to be that way….
3. Personal opinion, I still don’t understand why relief goods must go through the government first when we have NGOs’ who linked abroad. I know its probably for efficiency but we all know that in times like these, NGOs’ do a wonderful job of assisting the government.
I’m referring to the government as a whole because I do know that there are some decisions (made by the President for example) that DSWD just have to live up with.
4. Why was the interview request from Philippine News denied? Why would Cabral’s secretary give a different answer to PN? Wrong interpretation perhaps by PN.
For Ella:
1. It would have been more appropriate to use another Tagalog word than “nabubulok”. <– though its not your fault that it was misrepresented by the media. Media = sensationalism anyway.
2. This actually for Dolor, “hoarding of relief goods for future calamities”? Citations please.
3. Not enough volunteers does not translate to WALA. So which is which? Is it from Dolor itself or has s/he written it differently in his/her article so that it wouldn’t sound that bad?
4. It’s not just Cabral’s job. The system as a whole is corrupted as it is and the problem might be with the LGUs themselves or something else related to the delivery of these goods. Though yes, they should have been able to do something about it to speed up the process. There are a lot of untapped resources.
Aside from these questions/comments, I’d like to commend you for writing about this thing because it did inform everyone about what’s currently happening in our country right now. Just shows how much power the internet and informed bloggers hold.

Interesting on Dr. Cabral’s lengthy reply, managing to shoot her own foot almost immediately, e ditto palang “…are purchased by the Department or donated to us by…” problema na, none of these goods were purchased by them or donated to them! Only by an inauspiciously dubious exec order where they deemed authorized to hoard donations. If they are ill equipped to receive, manage, distribute, etc. said goods then why take them in the first place then have the audacity to place the blame on the public for lack of participation in volunteering! Anak ng Tinapa! You’re use of “nabubulok” is ON TARGET! The wool they tried to put over our eyes was see-through pala! Dr.? what a quack!
If there are no volunteers, there is no need to reschedule. If the volunteers are there and no on is actually volunteering, why do they have to have a schedule just sign them up and let them start volunteering. At least, it’s not a waste of time, they can help immediately.
I think Secretary Cabral’s response explains the side of DSWD clearly. Of course most of the people here are so riled up by Ella’s posts that they failed to even stop and think if Dr. Cabral’s response were logical and reasonable. I expected more reaction from Ella to Sec. Cabral’s response since it answered the questions she posted on her blog. But its swift dismissal as a response too late, was not unexpected either. Based on how she treats negative comments, If it doesn’t agree with Ella, it doesn’t merit a proper and polite response.
Could Ella have actually jumped the gun and judged too quickly? Did the photos actually prove what she’s accusing Sec. Cabral or was it, looking at it from all perspectives, a non sequitur?
I would agree with you Joe Castro that Ella jumped the gun and judged DSWD quickly. As what a lot of bloggers are doing right now. Pictures and a small script from what the Sec. said don’t prove anything. Also it is the close mindedness of some people about our government contributes to make their conclusion.
I think what we should also ask, are their any people dying because they are not getting relief goods? I mean reports that has been verified and not hearsay and unconfirmed reports. Because if this is happening then the blogger should be commended for what she is doing. Else if there are no reports then the agency so far is doing their jobs right and should be given credit.
The “Honorable” Secretary may be one of the best doctors in this part of the world, but she is by no means even a decent manager. She may be the brightest in her class, but we don’t need a rocket scientist to realize the urgency of the victims’ dire need for these relief goods (which is the main issue raised by ELLA).
Clearly, volunteers are going more to NGO’s and private foundations because this government suffers from lack of credibility.

Here’s the obvious question that could prove the DSWD guilty:
Is there any sector of PH who actually GOT much of those imported goods? If there is any sector who did, please confirm that you got these goods and how much of it you received.
According to Cabral (from Yahoo PH News):
“Some [of the goods] will be reserved. It depends on whether we’ve fulfilled the emergency needs. If those goods are required for emergency release, then it will all be released for emergency relief. If some goods are left behind, then they will be used for recovery and rehabilitation.”
According to this statement of hers, this does mean that they HAVE GIVEN EVEN THOSE IMPORTED GOODS AWAY.
But IMO…what’s left in the warehouse doesn’t seem like “some” to me. There’s a whole lot of it left. And I don’t think they’ve fulfilled the “emergency needs” they are talking about either. there are still lots who need help.
Bottom line… For people even daring to gain a profit from the misfortune of others, I condemn you. Hope you guys rot in hell.

In spite of the many criticisms and threats you have received because of your brave observations, I still salute you for a job well done. Not many would choose to do what you have done, not because of lack of courage but because of our passive attitude. We accept things the way they are. We sometimes believe that they are part of us, our culture as a people and a nation.
When u posted your blog, I understand that you do not have anything personal against the DSWD Secretary. I believe that you just don’t like their system and the way they run the department. I can feel what you feel. I also belong to a government agency and I also don’t like our system. Talking of the truth doesn’t mean defaming the government. On the other end, I believe, what you’ve done is a close call to all government agencies who intends to use these calamities for their personal interests. Stopppp it. While I believe the burden of proof lies with Cabral/DSWD, you two raise valid questions, however much you miss the point of Ella’s Blog.
When the President of your country raises a State of Calamity in a certain area, and appeals to the international community for aid/assistance/donations, etc. you can be almost 100% sure people are “dying”. Even they weren’t dying [do you two really wait for people to die before you do anything?], videos of their plight shows immediate need. Now.Not.Later.Now.
When the President of your country gives clear, detailed instructions and procedures on how, where, and who to give donations to, two things happen:
1) you are relieved to know there is an entity that can effectively handle the goods
2) you raise your eyebrows - ONLY thru DSWD? why?
When the relief goods arrive, and then they are stored in warehouses, gathering dust, if not “nabubulok”, and there are no volunteers in sight, and there is no activity whatsoever, and the goods do not move within a day, ….well you know the rest of Ella’s story…
…and apply Occam’s Razor: “which would be a more likely explanation of the goods found there”? That there are no volunteers as earlier claimed, that it will be “for future use”? That the, cough cough, imported goods are for, cough cough, “other” victims? Come, now do you believe the long winded excuses? Where did the President’s sense of urgency go?
Ella’s swift dismissal of Cabral’s “official explanation” is only matched by Cabral’s swift dismissal of inquiries by phone made earlier, not one, not two, but FOUR FREAKIN’ times. All of which Cabral deftly sidestepped. And now she/they have an official statement AFTER the fact? Apply Occam’s Razor again, Joe and “Anong…”. Come on, it won’t hurt, I promise.
A picture is worth a thousand words. Kaya pala ang daming dada para magpaliwanag. But the pictures beg an answer to the question, “Mayroon bang imported goods na na-distribute”? A picture of those goods being distributed would be the best rebuttal. Nasaan?
May nagsabi sa taas libel daw? In court, physical evidence trumps testamentary evidence (dada). Hindi libel ang maglathala ng larawan. Kung libel man, isama mo sa demanda ang Canon or whatever camera was used. Good luck sa abogado ng complainant.
Ang masisipag na DSWD worker at mga nakaimbak na imported goods are not mutually exclusive. So yung claim na nagtratrabaho naman kami sa norte, etc., does not negate the probative value of the pictures - may nakatenggang imported goods.
@Jep - sa pagkakalam ko matagal nang gumgawa ng relief operations ang DSWD pero ngayon lang na tv kaya siguro mas maganda rin ipakita ang nagawa na nila. di lang naman sa typhoon Ondoy at Pepeng at Ramil kailangan, ang disaster sa lahat ng antas yan. kaya maganda rin mas mag focus tayo sa nagawang kabutihan at sa magagawa pa nating tulong para mapaayos natin ang gobyerno natin.
@saxnviolins - ako pumunta sa warehouse at nagtanong. siguro mas maganda ikaw rin. at paulit ulit kong sasabihin ang nakita ko na ang mga foreign donations doon ay di nangangahulugang “made in spain” dahil may tatak ang karton na donation ng spain. ang nakita ng mga mata ko ay “made in laguna”, “made in the philippines”. ang kahulugan nito ay ang mga foreign donors ay bumibili ng mga produkto natin para makatulong din sa ekonomiya natin. pati ang mga kaldero ng UNICEF doon, “made in the philippines” din. ang noodles na galing indofoods yun ang nakita kong imported pero kadarating lang nga mga yun kaya isasali pa lang yun sa mga susunod na food packs. mas mabuti kasing alamin muna natin ang detalye.

Blog Review: Be a real blogger not a troll
Is Ella Rose a real blogger or a troll? I have examined Ella’s article “Aanhin pa ang damo kung patay na ang kabayo? (A special report from a volunteer). I have dissected it “blog by blog” to determine what went wrong. Here is my opinion on the blog:
As you now know, initially Ella wrote:
“I’m asking your help to spread the word. Tulungan po ninyo akong ikalat ito. Beyond this, we should also demand action. I disabled a plugin so you can copy the photos of relief goods rotting in DSWD warehouses.”
I reviewed the article but failed to see pictures of “relief goods rotting in DSWD warehouses.” All pictures show relief goods in perfect condition. I am also surprised why Ella quickly called for help to spread the word [virus as others call it] without further data gathering and verification.
Then Ella wrote:
“I never imagined that my post will stoke a hornet’s nest this big. Not in my wildest dreams. It’s plain to see that it’s out of my hands. People reposted and it became viral.”
Ella, we have to take note that earlier you wrote: “I’m asking your help to spread the word. Tulungan po ninyo akong ikalat ito.” Ella, for whatever reason, you grew inconsistent here. While at first you asked for help to “spread the word,” now you seem surprised of the results of what you wanted to happen. Ella seems to be a confused troll [Wikipedia says - In Internet slang, a troll is someone who posts controversial, inflammatory, irrelevant, or off-topic messages in an online community, such as an online discussion forum, chat room or blog, with the primary intent of provoking other users into an emotional response or of otherwise disrupting normal on-topic discussion.
Ella also said:
“I therefore conclude, social media rule.”
Ella, this is nothing new. Unfortunately it is only now that you are realizing this.
Then finally today, Oct. 25, 2009, Ella started to loose potency as she wrote:
“Everyone has seen and heard what I had to say. All I did was ask the right questions that sparked a controversy. No hidden agenda. It has even come to the point that I am being maligned as a person. My words are being twisted and each point I say is discussed endlessly. “
Ella, your error was that you really did not asked questions, much more the right questions. You had your speculations and you quickly asked people to “spread the word” and “Ikalat ito” as you said. In my opinion it is outright malicious. You need not complain now. You have maligned others hence it is not surprising that those you have maligned will respond. They feel that your words twisted the facts hence it is not surprising that those who were affected will respond to fix what you have twisted, and yes it could be endless.
Ella further wrote:
“I am just a blogger who wanted to know what’s going on. I did not accuse anyone of hoarding. There were never any allegations of pilferage. I did not even claim to be a “balanced, responsible journalist”. There were no interviews granted to any news agency. Still, “news” was released about my stand on the issue.”
Ella, you are not just a blogger who wanted to know what’s going on. You are actually a troll. You really did not accuse anyone of hoarding or pilferage because you really cannot. But I believe your article and the manner by which you presented it have falsely maligned the DSWD organization, its officials and employees through your malicious imputations and speculations. You cannot really claim to be a balanced, responsible journalist because you are not but you can easily qualify as a troll. You could have done better if you chose to be a real blogger.
More from Ella:
“After my first post about DSWD, I had nothing more to say. Most of all, I have no intention of putting the hard-working DSWD employees in a bad light.”
Ella, again your error. You are really a troll [get back at my definition above]. You published to provoke and disrupt then you say, you have nothing more to say. That you have no intention of putting the hard-working DSWD employees in bad light. But you just had. In fact not only the DSWD officials and employees but their families and the country as well. It is really difficult when you fail to recognize the potential damage that your blog can do. More difficult to accept the actual damage you have done. That is the reason why we really need to be careful about our blogs.
Ella further said:
“Secretary Cabral said her piece and I published it. I also believe in hearing both sides of the story. I’ve said mine and I’ve aired hers and all your comments.”
Ella, there is nothing new with this. Bloggers really have the responsibility to manage responses and comments.
Then finally Ella wrote:
“All that I ask is for people to take their part in this issue: volunteers. DSWD, and myself. Wherever you fall in this category, do your part. I am not the issue. DSWD has a problem deploying relief goods. I know each of us have our own stand regarding this situation. Don’t let this cloud your judgment of anything other than what’s important — getting the right help to the people that need it most.”
Ella, you could have made such statement before your published your article and asked others to spread it. I did not find this objective in your original post. What I read was your call for people to spread the word and “ikalat to” and your litany of malicious imputations and speculations. If this was your purpose, you could have given justice to your blog and to the network if you put it forward earlier as your main agenda. Your blog was an unguided bullet, something like “to whom it may concern.” You really did not have a good purpose and clear target. It was only meant to provoke and not to solve any issue. You could have established your blog in a proper perspective and framework.
I read this Blogger’s Code of Conduct in Wikipedia. Hope bloggers can get something from it to enforce civility on their blogs by being civil themselves and moderating comments on their blogs. Author O’Reilly said, “I do think we need some code of conduct around what is acceptable behavior, I would hope that it doesn’t come through any kind of regulation it would come through self-regulation:
1. Take responsibility not just for your own words, but for the comments you allow on your blog.
2. Label your tolerance level for abusive comments.
3. Consider eliminating anonymous comments.
4. Ignore the trolls.
5. Take the conversation offline, and talk directly, or find an intermediary who can do so.
6. If you know someone who is behaving badly, tell them so.
7. Don’t say anything online that you wouldn’t say in person.
Ella, Be a real blogger, not a troll.

The first time I read your blog I already know that is malicious in nature and anyone that will fall for it is truly an idiot. Don’t be surprised if their will be people that will disagree with you and attack you because you presented you information biased and unfair. “Distribute it today, not tomorrow”, basing on this words you don’t even know anything about disaster and relief management. Areas affected by the calamity are given relief goods (food) that will last for 3 days. So that resources such man power, transportation and others, can be allocated and attend to other areas as well. The containers, pails, blanket, etc. are supplies for those are in the evacuation area and I don’t think you need a dozen of this in 3 days time for one evacuee. The relief effort done by the DSWD is fast enough basing on my observation. Their maybe delays but that’s understandable and it’s not because they are hording it. So whatever intention you have in your blog and how do you defend it , the bottom line is your just another unpatriotic fools can’t keep themselves on bashing other Filipinoes. Kung talagang concern ka sa DSWD then why haven’t you tried to talk or send a letter to them before you posted it here. Naghahanap kalang ng attention yun lang.

Madami ang mga volunteer, madami rin mga NGO ang tummutulong. Wag naman sana nilang gamitin itong mga goods na ito sa darating na election. Nasalanta na nga mga kababayan natin, mukhang pagsasamantalahan pa ng mga nakaupo sa gobyerno.
@powerhouse - please study the logistics planning and disaster operations management. stockpiling and warehousing is one of the more interesting topics to study. that is what i am doing before i make my opinion/conclusions on this matter. mas maganda na may alam ka muna sa gawain ng dswd para maibahagi mo kung paano ka makatulong. our negative comments will not help this country!
@ivan - there is a certain planning involved pag dispatch ng goods. siguro better reserve that comment during election time as it is not pertinent as of this moment. let us know in may 2010 or 3 months before that if your statement still stands. thanks. peace and love to you.

@momregg - can we see it from this perspective - the reason why secretary cabral was interviewed because the media asked her stand on what ella wrote in her blog. as far as i understand it, ella could have presented this story in a ground where both she and the dswd could set the record straight (THIS CALLS FOR RESPONSIBLE BLOGGING). yes, she showed pictures of the goods in the warehouse. by all means, should we not be grateful that there are goods arriving there,and are actually distributing them? if those goods were in the houses of representatives and mayors, then that’s the more alarming factor.

One drawback of the social networking technology, although it has helped us enormously in connecting with a lot others, is that it has suddenly made a lot of people become “experts” on one thing or the other. Everyone suddenly wanted his/her “expert opinion” heard.
In her haste, it was sad that ella did not bother to go further and check about the procedures in the handling of relief goods. In your desire to “help”, you have maligned, instead an agency and demoralized the people behind it, whose only pride for its untold efforts is the recognition that DSWD is not a corrupt agency for a couple of years already. The call for help, will indeed help donors shy away from our country the next time disasters, God forbid, come visit us. I won’t go further and discuss the issues, because there has been much already, and from brighter minds pa. My humble opinion: this all about RESPONSIBILTY. What a painful lesson!
I believe in this blog. The others may just be government cronies or thugs and slugs from DSWD.
People, DSWD purposefully slows down the distribution so that by the time it reaches the destination or the period of disaster ends there is “surplus” and DSWD officials sometimes thinks “surplus” is a sad thing to waste and rot in warehouses so DSWD officials will have clear consciences in distributing them to… themselves. Wala naman mali eh, dahil lang sa bagal ng distribution “surplus” na sya.
Nag-volunteer ka na ba sa DSWD? Ang mga volunteers ng dswd ay talagang kulang kahit iannounce nila kaunti lang ang dumarating. Bakit niyo nasabing sa GMA Kapuso o sa ABS-CBN foundation na lang mag-volunteer or mag-donate? Marami nga dagsa sa kanila kasi laging nakatelevise at may kasamang artista. Ano ba talaga ang purpose ng iyong pagtulong? Hindi mo alam kung gaano ang hirap ng mga employado ng DSWD para lang makatulong. I for one, is a witness to their untiring dedication sa work. Hindi sila (employees ng DSWD) exempted sa nasalanta ng bagyo pero anong gawa nila duty calls parin. Working extra time. Isipin mo ang gulong ginagawa mo. Marami nga nagsupport sa iyo pero naging biktima mo rin sila

i agree sa mga pictures..malinaw na madami nga ang mga stocks for distribution..pero ella..did u even bother to ask anybody from that office y the stocks/ donations are still der?..did u even ask y delayed ang distirbution despite na one month na ang nakalipas?..have u tried reaching out sa mga taong andun para at least nabawasan ang “doubt” mo sa mga nakikita ng iyong mga mata?

the bottom line ng issue about the relief goods expose, is that, Victims Must Not Wait For Another Day, Another Time of Receiving the Relief Goods from Dswd’s warehouse ok???

Kailangan na natin mga filipino magising or gumising sa matagal na nating pagka himbing. Dapat tulong tulong tayo para sa ikakaganda ng ating bansa . Huwag tayong maging duwag para sa kapakanan ng ating pinagmulan. Kung ano man yong ipinaglalaban ng ating mga kinikilalang bayani, ating ipagpapatuloy hindi lamang sa salita kundi sa gawa.
