Dear friends,
I’m asking your help to spread the word. Tulungan po ninyo akong ikalat ito. Beyond this, we should also demand action. I disabled a plugin so you can copy the photos of relief goods rotting in DSWD warehouses. You can link this post to your blogs, facebook, websites etc. You can also email the photos.
Philippine News (US based Philippine newspaper) will use this as its front page story this week. Every Filipino has the right to know where the tons of donations from the UN and other counties go. Kahit po nakakahiya sa mga nag-donate. Kung sa ganitong paraan, matutulungan natin ang mga nasalanta, then by all means, let’s do it.
For those who have the time, please try to volunteer sa DSWD warehouses. Getting in was not easy. A friend had to put in a word for us. Let’s see kung madali nang makapasok sa DSWD warehouse ang mga volunteers.

DSWD Secretary Esperanza Cabral: Wala kasing volunteers.
This short interview was done over the phone. Philippine News wanted to hear her side pero ayaw niyang makipag-usap sa press. After four tries, pinasabi na lang niya ang maikling sagot na ito sa secretary niya - “Walang volunteers”.
I don’t want to accuse her of corruption but at the very least she is showing signs of being totally incompetent. We are in a state of calamity where every second counts. May namamatay araw-araw dahil sa sakit.
In my opinion, these deaths could have been prevented if Secretary Cabral had tried a little harder to do her job.

Deaths from Philippine storms nears 1,000
“Tropical Storm Ketsana left 420 dead and 37 missing when it flooded 80 percent of Manila on September 26, a disaster the government said affected 4.35 million people.
Some areas are still flooded three weeks later and 189,000 people remain in evacuation centres,
Typhoon Parma hit the northern Philippines on October 3 and lingered as a tropical storm for a week, triggering landslides that killed 438 people and leaving 51 missing mostly in mountain communities.
The government agency said Parma affected 4.16 million people, including more than 32,000 who remain at evacuation centres.”

During the first week after the storm, lumabas ang “bayanihan spirit” ng mga Pinoy. “Makatulong lang kahi’t konti,” katwiran nila.

“At the offices of many civic groups and private organizations, hundreds of people showed up to volunteer in packing relief goods.
At the Tulong Bayan center at the Expo Centro in Cubao, Most of the volunteers were adolescents as young as 10 years old, along with their kuya or ate in high school and college.
They came in huge numbers, many of them barkadas, classmates or siblings, dressed just in their tees and shorts, wearing their Havaianas. All were just enthusiastic to do their share!

GMA asked world for donations
Our government begged the world for more donations. Sumagot ang buong mundo sa ating panawagan. In less than three weeks, dumaong ang mga barko, ibinaba mula sa mga cargo planes, i-diniliver ng mga trak at container vans ang sandamakmak na relief goods. Cash donations were in the millions of dollars.
But these donations must be coursed through DSWD
Nagpalabas ng directive ang pangulo. Individuals, private companies and other nations were ENCOURAGED to send their donations to DSWD. I blogged about it here and the video of her announcement here.
This PGMA directive sounded suspicious to me then. Now I know why. Here’s the story.
A group of eight people, your ate Ella included, went to one of DSWD warehouses to help in repacking relief goods. We know they need volunteers pero hindi namin akalaing WALANG TAO TALAGA SA LOOB NG WAREHOUSE!
As in sa isang humongous warehouse (1000++ sq.m) NA PUNONG-PUNO NG RELIEF GOODS HANGGANG BUBONG, ISANG DSWD employee lang at ISANG SECURITY GUARD ang tao!!
Kailangang magpa-register at i-schedule ang volunteering
- 1) UNICEF Registration (as a volunteer)
The warehouse can only take as much as 50 volunteers at a time or per shift. Here you will find that there is a 4-hour shift, and an option for a 6-hour shift for the volunteers to indicate their availability.
What “volunteers”? Nasaan?
Aside from the 8 of us? Nope, there was nobody there. Bakit kailangan ang scheduling? Feeling hindi ba magkamayaw at nagu-unahan ang mga volunteers?
I know somebody who wanted to volunteer many times. She was always bumped off, laging nirere-schedule kasi “there were too many volunteers” daw. At tuwing Sunday lang daw puwede. What the hell is going on here?
Nakatambak ang donations ng UNICEF sa warehouse, local and international
Mga banig na dapat ay nahihigaan ng mga nasalanta. Mga imported camp beds na hindi na yata masisilayan ng mga biktima. Mga kumot na hindi naman nakabalot sa katawan nila. At mga pagkaing hindi sumasayad sa sikmura nila.
The relief goods are not going anywhere
We arrived at about 8 am and left by midafternoon and yes, you guessed it right. Kami pa rin ang tao bukod sa isang DSWD employee sa loob ng warehouse maghapon. Walang ibang dumating.
The relief goods are not moving. By the way things look, they are not going anywhere. Hindi maglalakad mag-isa ang mga donations na ito papunta sa mga evacuation centers.

Ano kaya ang laman nito? Hindi rin pinabuksan. Pang-special victim din kaya ito? (teka, dito nga pala galing ‘yung mga kumot)

Now let’s take a look at what a victim will get from DSWD

Look Ma, sampung lata ng sardinas! How generous! Kaldero ang unang ilalagay sa sako. Sabong panglaba (bar soap) at sampung sardinas sa ilalim. Siyam na sabon sa gilid ng kaldero. Local goods lahat syempre.

Tapos papatungan ng isang tuwalya at isang pack ng sanitary napkin.

Sisiksikan ng tatlong rolyo ng kumot(?) ang blue water jug tapos ipapatong sa kaldero sa loob ng sako.

Last but not the least, lalagyan ng dalawang banig.

Sabay tatahiin na ang sako. O di ba, parang asong tinapunan ng buto ang mga nasalanta? Eniwey, busog naman sila sa SAMPUNG lata ng Mega sardinas
Do not delay

YOU THINK?? WTF is the matter with these people? Mag-iisang buwan na mula nang masalanta ang mga kababayan natin. ISANG BUWAN!! Do you mean “do not delay ang dati nang delayed”?? Shet.
Anong ginagawa ng mga donations na ito sa warehouse?? APAT na warehouse ang nasa loob ng compound na ‘yon. APAT na warehouse na punong-puno ng inaalikabok na relief goods! Relief goods na ayaw yata ibigay sa mga nasalanta. Halatang-halata.
Marami pang pabubulukin

Wow! May bagong shipment na naman! At the rate DSWD is moving, next year na madi-discover kung ano ang laman ng mga kahong ito.

“The first of two of the largest high-energy food shipments from the United Nations World Food Program (WFP) arrived in the country two days ago for victims of storm “Ondoy” and typhoon “Pepeng.”
The biscuits were fortified with essential vitamins and minerals for supplementary feeding to children, pregnant women and the elderly in evacuation camps. Another 100 tons of biscuits will arrive on Oct. 24, in a continuing effort to provide food assistance to flood victims.
Sige, ideretso ‘nyo ulit ‘yan sa DSWD warehouse. Para AMAG naman ang abutin ng biskwit… at sapot ng gagamba.
Conclusion
Sa maghapon namin sa warehouse,nakagawa kami ng 150 sacks of relief goods. 150 bags of relief goods lang ang lumabas sa warehouse na ‘yon that day. At nandoon pa rin sa loob ang mga imported relief goods, safe, sound and packed as the day they arrived.
Nakisakay kami palabas sa isang DSWD delivery van. Gusto sana kaming ihatid ng driver hanggang Makati pero wala raw siyang sobrang gasolina. Ibinaba na lang niya kami sa gitna ng EDSA. Millions of dollars in donations, walang extrang pang-gasolina.
Susulpot din siguro ang laman ng mga mahiwagang kahon at mapapasakamay din ng mga tao…sa ARAW NG ELEKSYON. O mabibili na nila ang mga imported goods na ‘yon sa mga puwesto sa Quiapo at Divisoria.
Suggestions lang po sa DSWD:
Kung talagang gugustuhin ninyong makarating agad sa mga kawawang biktima ang mga donasyong ‘yon, nagawa ‘nyo na ‘yan. Maraming paraan…kung talagang gusto ‘nyo lang.
You are the government. You have the power, the resources and the money. You just have to really care.

nakaka-usok ng ilong ‘tong nadiskubre mo na to. talagang makikita mo how inefficient/inutil our government are. parang sinahod nila ng timba ang tubig na binubuhos ng ibang bansa, pero patak patak lang kung ibigay ito sa mga tao. tama ka, patay na ang mga kabayo bago pa makarating ang mga damo na yan. parang nakakaramdam pa tuloy ako ng hiya sa ibang bansa na tumulong, makikita nilang naka-imbak lang ang pinagmamadali nilang maihatid sa pilipinas.

in fairness naman sa isang social welfare deptment ng isang city na alam ko, truck truck ng relief goods ang pumupunta sa mga affected areas. they utilized their own staff saka marami din ng-volunteer.

I was tempted to repost this in facebook dahil umitin din ang ulo ko, but realized I’d be spreading reports that could inflame hate from a source that is not really reputable (pardon, I am just being careful with this post-modern journalism). My suggestion is if we do have a case, we report this to UNICEF.

ang worry ko lang dahil na bisto na ito, baka dalian nilang idespatsa ang goods para ang siste, walang ebidensya. at sabihin lang na as per this time eh nadistribute na.. (ganun kadali ha.. bilang na distribute nila..hmp).
dapat mamonitor kung ano at saan dadalhin yun goods, dahil pagkatapos nito eh wala na kahit katiting na tiwala natitira para sa kanila sa ano pa pwede nila palusot.

This is horrible. Sigh. I wouldn’t be surprised kung suddenly dumami ulit ang mga ukay-ukay and sari-sari stores.
Lets demand an ONLINE inventory. mahirap na, yun nga harapan eh ginagago kayo.. pwede nila sabihin so and so.
Lets ask for a transparent inventory list actual relief recieved versus distributed. If they say again walang manpower to post, just give us the list ang damin blog dyan.
Wag na natin sla palusutin this time.
Kanino kaya ibebenta yun mga coleman na camp pads? mahal din yan pag nabenta.
Eh yun mga human size stuff toy na dapat napupunta sa mga na trauma na bata? sino kayang “mini toy store sa probinsya” ang ipa bebenta nila nito?

Thank you for posting this.
I had the same initial thoughts on the veracity of information and appropriateness of spreading it. But the pictures speak for themselves. I mean it will take an elaborate production skills to manufacture a ‘hoax’ like this. And who is malicious enough to want to do that?
It is just right that people see this esp those who sent the goods. They have a right to ask questions and make DSWD accountable for the relief goods. I’d have thought this would be a great opportunity for our government to show their good side. This clearly is a case of incompetence or again, self-serving interests (who can blame people for thinking elections?).
I also understand that volunteers be screened, but then, theft can easily be avoided if people go out through guarded gates - makikita naman agad kung may dala di ba? Or, like many commented, bring the army to help pack and provide security around the area until all goods are delivered. It gives incentive also to fast-track the packing and delivery process - the sooner it is out of the warehouses, the less headache about security issues.
Anyway, I shared the link provided by gangbadoy.multiply.com in facebook. It deserves investigation at the least AND immediate action to deliver the goods to the real calamity victims!

I reposted your blog entry in my site and floated a question for you. I can’t say I am at all surprised with this bit of information that you divulged here in your blog — this government has been known for its callousness as much as it is known for its corruption. As a journalist, though, I am obliged to confirm the story to you as a source and gather as much additional info as possible (i.e. the warehouse address, official explanation of the DSWD, etc.).
Nevertheless, I applaud your effort to get the word (and images) out.

Tapos di ba meron pa si GMA na directive na dapat sa Dee Ehs Davalyu Dee ang donations? Sarap pag-uumpugin ang mga letse. Habang sama-sama mga Pinoy sa pagtulong sa mga nasalanta, kapit-kamay naman sila sa pangungurakot! Haaay jusko.

kahit na di ko nakita yung mga pictures naniniwala parin ako sa’yo.. kasi sa t.v wala naman ako nakikitang relief goods coming from DSWD.. ang dami naman palang relief sa warehouse nila..

Statement of Dr. Esperanza Cabral on the issue of relief goods in the DSWD Warehouse
October 23, 2009
The Department of Social Welfare and Development (DSWD) manages the National Relief Operations Center (NROC) which is the facility for processing and storage of relief goods that are purchased by the Department or donated to us by generous individuals both here and abroad. The relief goods are released to our Regional Offices or directly to evacuation centers or to the local government units as they are needed and requested by these entities. They are delivered in trucks, many of which were lent to us by private companies or by military vehicles. Some of the goods are shipped by air from nearby Villamor Airbase.
When typhoons Ondoy and Pepeng hit the country, we received and are continuing to receive donations. Our warehouses are indeed full, inspite of the fact that we have distributed 500,000 food packs and 200,000 clothing packs as well as thousands of sacks of rice, blankets, beddings, and items of personal hygiene in the past almost 4 weeks. That is the reason why when asked if we still have enough goods, my constant reply is yes, so far we do, thanks to the many kind-hearted individuals and organizations as well as countries who responded and are still responding to the plight of the typhoon victims.
There are no rotting relief goods in our warehouses as we do not keep perishables there and the relief goods that are there, save for the donated old clothes are quite new since they have been either recently purchased by us or have been just donated.
Our goods are repacked by volunteers who are there because they want to help. But they are volunteers and report when they have time to help us. Sometimes there are two hundred of them and sometimes there are only a dozen. However many or few they are, we appreciate their presence and their assistance. Weekdays are usually quiet but on Saturdays and Sundays, the students, along with others who work Monday to Friday, including our own employees, are there.
Our staff at the warehouse work round the clock even now, making sure that the requests for relief goods are met in a timely manner. They work hard, they work quietly and they work humbly and I feel bad that they have been subjected to public vilification that they do not deserve.
I do not recall having talked to an Editor of Philippine News. I do remember my secretary telling me that someone was on the phone asking why there were no volunteers working at the warehouse. My reply was we do not own the time of the volunteers.
I wish that I could have prevented the deaths from typhoons but in fact, they have nothing to do with the relief goods that we are in charge of. Most of the deaths were from drowning or injuries sustained during the typhoon. Some died of illnesses. We are not in charge of rescue nor are we in charge of health and to the best of my knowledge, none of the deaths was due to absence of or delay in the delivery of relief goods.
We would like to assure all of you that the relief goods will reach the intended beneficiaries as they become necessary and will be used only to assist them. However, the relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded. If you visit our website http://www.dswd.gov.ph you will find updates on our activities related to typhoons Ondoy and Pepeng. It includes an updated list of donations received and goods released from the DSWD warehouse.
There are many aspects of disaster response. They include recovery and rehabilitation and in both instances, goods and other resources are still needed. In the initial reaction to a calamity, people will want to help and as we saw recently, they came in droves, offering their time, their talent and their resources. We want them to know how much we appreciate them for what they have done and what they are still doing. But further down the road, when the initial flush of generosity gives way to donor fatigue, there will remain only a few hardy NGOs and volunteers and the workers of the DSWD and other government agencies to continue the job of helping the disaster victims back on their feet. Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty. We at the DSWD wish to assure you that your trust in us is not misplaced. Thank you.

Maybe you can also share with us what good experiences you had when you volunteered there? I also volunteered there and I saw how hard working the DSWD workers are. We also have to take note that the distributions of relief goods do not happen all at once. Bodega nga yan, kaya goods come and go depende sa pangangailangan. I think we all should realize and actualize what we can do to help the government. I know some of my friends who work in the government that are very much into changing for the better our government. Let’s do our share to help them. Send out love, not hate….

Thanks for your concern to spread this misdoings of our DSWD…tama nga yung nabasa kung news na mas DISASTER pa ang nararamdaman sa mga nasalanta ng kalamidad sa insensitivities ng ating mga government agencies…Walang bang way nga ma-inform dito ang mga donors and have these pictures reach to them para sa sunod ng mga ganitong pangyayari, donation will be sent to NGOs and other real concerned groups…
I’ve been volunteering at dswd every saturday, and haven’t seen those imported stuffs talaga. puro local goods lang nirerepack namin dun sa malacanyang (sa kalayaan hall). me and my friends go there every saturday, (12hrs shift, 8pm -8am, it varies). kulang talaga vonlunteers lalo na kapag sa gabi, though i know its operating 24hrs. sana maresolve to agad by the gov’t. sana naman madisseminate nila yang mga donations ng ayos or work with sagip kapamilya, kapuso foundation or any other foundations.
grabe talaga gobyerno ni gloria macapagal arroyo. paghindi pa sila yumaman ng husto nyan, ewan ko na lang.
madam president, sana tamaan ka naman ng hiya sa taong bayan at iutos mo sa inutil na DSWD Secretary Esperanza Cabral na idistribute na ang lahat ng laman ng warehouse sa mga nangangailangan. yung eleksyon pa yata next year ang inaantay nyo bago nyo ibigay yang mga relief goods na yan sa mga nasalanta ng bagyong ondoy at pepeng.

Chanced upon your blog since I saw it posted on an online Filipino Community Forum here in Japan. Although your intentions may be for the good, I think you “jumped at the gun” too quickly with your accusations. I wouldn’t want to say its baseless - but all you have are photos which you took in less than 8 hours (you say 8am till mid-afternoon) and in just one day.
As a volunteer, did you have access to the delivery reports, distribution list and other paperwork that may proved your accusations that these items are just stored in the warehouse and are not distributed? Did you do a 2, 3 days or 1 week stakeout of the warehouse and fully concluded that items were not really moving? A full warehouse does not necessarily mean items are not being distributed. Do you have insider information as a Volunteer on when the items you have photographed delivery dates? Alam mo ba kelan dumating sa bodega yang mga kinuhaan mo ng pic, for you to say na natatambak sya sa bodega?
Again all you have are photos taken in less than 8 hour time frame and as a volunteer (re-packer, tagabalot so to speak) without any insider information on the delivery schedules, logistics reports on how, where and when this items will be distributed -
You go online and tell us niloloko tayo ng DSWD..
If you say you have senior editors consulting on your writing/blogging style then you should very well know not to post any accusations when you have no concrete proof (again photos taken in one day IS NOT PROOF OF NON DELIVERY)
I have nothing against you and I am just voicing out my concerns, since this blog of your has gone viral - and it may cause donating parties to pull out their help if they believe on what you have written ergo - mas magiging kawawa yung mga kababayan natin.. dahil walang tulong na darating.
Anyway, goodluck and hopefully you can provide us with more concrete evidence of non delivery (distribution lists, delivery dates, items received date, how many days in stock, etc.) So that if it was the case then we all should be alarmed.

Kahit kami dito sa office namin sa LAC Link Assist ay di nagdalawang isip na magvolunteer kung talagang tumatanggap sila ng volunteers. Mga LECHE tlaga ang nasa gobyerno natin, maraming namamatay na tao ng wala man silang ginagawang hakbang. I was the one who called DSWD four times to try and get their side. I was told that Sec. Cabral was 1) at a meeting, 2) interviewing applicants, 3) in the comfort room, and 4) about to leave for Pampanga.
It was her office secretary who relayed to me her message that there are not enough volunteers.
I wrote my piece for Philippine News because I was disturbed by the relative inaction of the department. The Philippines is under a state of calamity. As such, action is needed now, not tomorrow.
The hundreds of thousands of displaced Filipinos need all the help they can get. They cannot wait.
In times like these, I expect the DSWD to work 24 hours a day, seven days a week. The DSWD says there are not enough volunteers. I disagree. There are tens of thousands of Filipinos willing to help. The DSWD should have gone to the schools to ask for volunteers. There are countless employees in the private sector willing to help. The DSWD could have asked the Armed Forces and the Philippine National Police to help.
I expect the department to take a more pro-active rather than a reactive stance. I expect the secretary to DEMAND that everyone help out. Lest we forget, human lives are at stake.
The victims are dying by the score everyday. It’s in the news.
As for the rotting of the goods, we all know that it is not only food that can rot. So, too, can clothes, canned goods, biscuits, blankets and everything else that can be found in the DSWD warehouses.
Time is of the essence. The food that the DSWD hands out today will be forgotten tomorrow. Believe it or not, the victims still need to eat every day. Three square meals, if possible.
Finally, the hoarding of the relief goods for future calamities does not make sense. We have just undergone the worst calamity in 40 years. Does the DSWD plan to keep those goods for the next four decades?
Distribute them now, not tomorrow, not next week, not next month.

Good job Ate Ella! Thank you for sharing this! How come the Army won’t help distribute the relief goods to the needy ike you said? That’s what they do here in the U.S. I live in Texas and we had Hurricane Ike that literally obliterated everything in Galveston, when all the relief goods arrived, they didn’t stay in the warehouse, they were brought out to the shelters, distributed the same day.
It is so sad to see all the pics you posted, hindi pa rin pala nagbabago sa Pinas, and dami paring corruption. Ano kayang gagawin ni Cabral and company nung sa mga imported goods? Ipagbebenta nila? or gagamitin for her own good? Shame on her! She should be fired!!
seriously though i cannot help but wonder how on earth a government agency can be rendered inutile by the lack of volunteers (granting that there are no volunteers). i cannot simply believe much less accept that the much needed relief goods were not able to reach those who need them most simply because the primary agency of government which is supposed to deliver these goods cannot move because of lack of volunteers. there are thousands of soldiers and policemen in the camps. “Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty” daw sabi ni Sec. We went to Tulong Bayan Makati at grabeh ang volunteer minsan nga goods ang kulang para mare pack.I think tama ka Ella, naka sense rin ako na mag corruption na nangyayari.Of course gagamitin nila yan sa halalan…posible…I think better to send the donation sa mga NGO and other Organization na talagang dun sa mga nasalanta nang Ondoy pupunta ang mga goods na yan..Hope ma-realize nila na enough na ang panloloko..

I agree that the government agencies responsible for helping the calamity victims should work hard and fast 24-7 if possible in order provide effective relief and then later rehabilitation perhaps. Media has always been fast to let everybody know what is going on, and that sometimes results to action. However, I always treat whatever information with a grain of salt, Does the information presented enough to make a wholistic opinion? UN and the rest of the donor countries I’m sure will send somebody to ascertain that the goods have been used as intended.
Those goods should be DISTRIBUTED NOW…. there are people who are in need of those relief goods NOW. These goods were DONATED FOR THE VICTIMS OF ONDAY AND PEPENG, NOT for the FUTURE VICTIMS (hopefully there would not be any!). Please do not make us feel that we DUMBED enough, not to know what is going on. The government should move with or without VOLUNTEERS (you are not a NGO), though in fact there are a lot who would like to volunteer… COME ON???? Ms. Cabral,,, where’s you conscience??? Sa tingin ko hindi mo na-gets yung sinabi ni rene borromeo. Ang ibig n’yang sabihin ay ang tatamaan lang ng blog na ito ay isang hindi gaanong ‘reputable’ body, which is DSWD. He was trying to point out na para mas malayo ang marating ng kasong ito, mas maganda kung sa UNICEF idederetso yung report, which is more ‘reputable’ than DSWD. Baka nga mas epektibo ang hakbang na kayang gawin ng UNICEF kung makarating ito sa kanila, but til that happens, let’s keep the fire burning hanggang sa masunog ang mga nasa likod ng anomalyang ito.

DSWD officials are preparing their warehouse retail store right now to move those products somewhere in the Philippines. They are holding those relief goods for themselves.if not, how come so many people are starving to death every where. Be patient my fellow countrymen..those relief goods are to be distribute sometimes in May of 2010 (for election campaign) DSWD are still waiting for boxes to pack everything, and those boxes are labeled with the name of the Administration Candidate..for president

Here’s my opinion…..a picture can say a thousand words. After reading this blog, my initial reaction was get mad sa DSWD and sa gov’t natin. But later on I calmed down, then thought I can’t judge anyone without hearing the other side. Kasi this will sound like judgment by publicity, basing sa facts ng blogger, she only has a short response from DSWD then pictures.
Then now, I saw an article from Social Welfare Secretary Esperanza Cabral sa ABS CBN (http://www.abs-cbnnews.com/nation/10/23/09/dswd-cries-foul-over-online-allegations-hoarding). Which from my opinion makes a lot of sense why they have those relief good there.

No volunteers? May I suggest that they contact the congressmen who paid the bill at Le Cirque and “Steak resto” in NY. Their 1 million can give jobs for: 22,800 man-hours. In short, if DSWD will hire 50 persons to repack the donations, they can work for 57 regular days. Kesa nmn sa wala silang ginagawang action on how they will include “Coleman” items in repacking. Call the attention of the 2 congressman. Its time to give back to people. better late than never
Hi Ella. When I first read your blog my reaction was to get pissed. So I read it again. You didn’t say naman that they were keeping it for themselves. Your point was, “why is there a delay in the distribution?” Of course that implies a lot, and people who already distrust the government are quick to add their personal opinions to this blog. I wouldn’t say this is all Sec. Cabral’s fault. I don’t think any experience in her life quite prepared her for this kind of thing. Yun nga lang, malas lang at medyo in the dark ages pa ang kanilang pag-unawa sa bilis ng balita sa internet, despite having their own website. Prior to your expose ang laman lang ng kanilang “news” ay yung photo op with Gibo Teodoro. Yes, may Google Docs sila listing what was received and how much. Pero hindi naman nila inilagay kung aling barangay ang nakatanggap ng alin, at kung kailan. My point is, what they think the public wants to know is totally different from what the public REALLY wants to know. How will they claim then that their deliveries are timely? I feel sorry for the DSWD and I’m not defending them, I just wish they would accept the fact that the bureaucratic world and the needs of the real world often don’t match. You said, “You’re the government, you have the resources. All you need to do is care.” You are right, Ella. Kung kailangan, maaaring magawan ng paraan. They could take a page from the private sector and take advantage of the news networks to appeal for volunteers. I’m sure Sec. Cabral worked very hard for her position, but if she doesn’t take the opportunity provided by this situation to make a real and lasting difference, it would be very hard to get donations coursed through the DSWD.
Yung sister- in- law ko who works for an international aid organization nagsabi na sa akin na yung tulong intended for the victims, delikado pag nakurakot ng koruptong politicans for their own personal gains. mas lalong kawawa yung mga nasalanta and nakakahiya tayo sa mga banyagang gustong tumulong sa atin!

Naku nag email na ako sa UNICEF, pinakita ko itong link na ito at sinabi ko at pagpapalakad ng DSWD sa kanila, nag reply agad, nag pasalamat at galit na galit, no wonder daw, na kaya binabaha ang bayan, sigurado, ang mga tubong kinabit sa drainage na siningil sa taong bayan ay kinabitan ng under size para magkamal ng limpak limpak na salapi. Tingin ko, walang Pinoy na hihindi sa DSWD kung nag anunsyo sila ng pangangailangan nila sa volunteers at that time. Isang malaking kasinungalingan na sabihing wala ni isa!.
Isa pa, ako mismo as a regular volunteer, I don’t think kailangan pa ng sandamak-mak na papers para mag-volunteer diba? Pakita ka lang sa center, list your name in a Logbook, perhaps, put a sticker with your name on it and voila!
Maraming magmamalasakit, actually pero ang iba hanggang lip service lang. Hindi makatayo sa kinauupuan to make a difference onsite where help is needed most. I do not want to blame DSWD or the government exclusively kasi kung tutuusin maraming naging epekto ang bagyong dumaan nang dahil rin sa ating kapabayaan sa kalikasan (at kasama na ako doon)

Para kondenahin din ng international organizations ang mga yan dahil walang mangyayari kung dyan lang sa Pilipinas nakikita o nababalitaan dahil sila-sila nagtatakpan. At para na rin ma-i-account ng mga international agencies ang mga donations nila. Sana sampahan ng karampatang parusa-international man o local ang mga taong hindi tumutupad sa tungkulin lalo na sa panahon ng kalamidad.
I hope KC Concepcion will have the chance to read your blog. She did all that she can to seek help from her organization for our countrymen. But look what happened to all her efforts? All the energy biscuits given by WFP are not distributed to all Filipino children.
KC, if ever you read this please do react. You have the voice that will be listened. You have all the means and the right to give direction on what to do with the goods that you and your organization gave to the government. Once again we should do some actions on this.
Ella, thank you so much for your bravery in exposing this. This kind of issue will not just pass, expect us to spread this. I (together with my family) am one of those who were affected by typhoon Ondoy. But I was able to lend my hands and volunteered for Red Cross. They still need lots of food, water, toiletries, medicine, etc. in their relief operations. Those goods in DSWD warehouse could have been the answer to Red Cross’ shortage.

Sana hindi totoo ang nangyayaring ito sa bodega ng DSWD. But one day observation is not enough to make years of service to the people of DSWD be one big negative issue agad… We should investigate more to know more… I know that a picture can say a thousand words, it can be both negative and positive. So let us not judge just by looking at the pictures… ABS-CBN and GMA… They all have the means to let every filipino people and even the world knows what they are doing… Media sila… Halur!!!! But the government doesn’t have one… Beside, kailangan ba talaga ipaalam sa buong mundo ang pagtulong? Helping other people is a noble endeavor. A humble act that knowing you’ve helped is a self satisfaction already.
Hindi na bago ang ganitong kalagayan.. sa dswd (lagi na lang) o kahit saan pa mang ahensya ng gobyerno (even sa LGUs, may paghohoard na nagaganap). Sa maagap na aksyon, nararapat na mag-utos agad si GMA ng pagbisita sa warehouses ng dswd para ma-dispose ang lahat ng nakatago doon. Para naman sa long term plan, dapat at palitan na ang bulok na bulok na sistema ng gobyernong ito. Hangga’t nananatiling nasa iilan ang kapangyarihan at namamayani ang matinding kurupsyon, habang-buhay na ang ganyang kaayusan (tulad sa dswd at iba pang ahensya ng gobyerno).

I salute you! It is not everyday that someone with enough proof can expose the incompetence and lackadaisical attitude of most, if not all government offices. It is hard to believe that the intentions of DSWD regarding the relief goods are to help the afflicted victims. I can understand their logic regarding their process and procedures, but I cannot understand why it takes them so long to implement this. Could there be an ulterior motive behind their inactions? If I were to base it on the pictures, I would say yes. It is about time the inefficiencies of some government agencies are exposed so the people are aware, not that it would prompt these agencies into action, but to let them know that people are on to them and the whole world is watching them as well. I hope that this will serve as a wake up call for all government agencies. Thank you and I wish you the best. Keep it up!
hi. i’m based in baguio.i work in dswd and our coverage is the whole Cordillera. i find it a bit sad to be seeing these messages but then again, i know it cant be helped. sa isang banda, if not for this, i will not be inclined to say the following:
i just want to share our experiences here. i laud my office mates. kase po we have been working 24 hours, 7 days a week. over and above our regular functions, we have been doing relief operations–from the monitoring of the goings-on in the various provinces in the Cordillera so that appropriate intervention can be provided, repacking of goods and delivering of these to areas affected by the typhoons. im sure a lot of us have heard about how tricky and difficult cordillera terrains are. on ordinary days, mahirap na puntahan ang mga lugar sa rehiyong ito– maraming areas where one barangay is several kilometers, mountains away from the next barangay. mas lalu na po ngayon matapos bayuhin ng bagyo. the social workers– hindi lamang po sa DSWD but even the LGU social workers, various groups / brigades under the PNP in the Cordillera, the Philippine Military Academy (PMA) and the whole AFP family in the region, the Army reservists, the whole Benguet State University (BSU) at yung iba pang tumutulong sa amin dito sa CAR na hindi ko na mabanggit dahil mahaba na, risk their lives para maabot lang po yung mga naapektuhan ng bagyo. a lot of areas were isolated because of so many slides but because time is of the essence, kahit pa make-shift yung daan, kelangang sulungin. kahit zero visibility, sige lang ang 6×6 truck ng gobyerno. at yun po ay may kasamang taga-dswd.
i am proud of my officemates kase since october 2, di na nahinto ang pagbubuhat, pagrerepack, pagtakbo ng goods kung saan-saang lupalop ng Cordillera (CAR). marami na pong nadisplace sa amin kase because of the need, kelangang ma-dispatch kung saan-saan. Napapagod, napupuyat, inisangtabi na ang sariling pamilya magampanan lang ang sinumpaang tungkulin bilang kawani ng pamahalaan. i have a widowed officemate whose house was submerged in water. she has one teenage daughter. they have not returned to their house because trauma ang anak. she chose to report to work kase madaming dapat gawin. wala nang 8-hour work. marami sa amin, uuwi ng 1 am tapos papasok ulit ng 6 AM. hindi po kasing-lawak ni miss ella ang aming network, pero may namomobilize pa rin po at doon, maraming salamat.
nakaka-overwhelm po ang laman ng dswd warehouse sa maynila kase madami. but in fairness to the central office, they dispatch goods to our region,which we in turn dispatch to the LGUs. at pro-active po kame. meaning, kahit walang bagyo, we assure that there are prepositioned in the various LGUs.
we do not have rotten goods in our local warehouses. all the goods that are intended to those affected by the typhoons are brought to the LGUs, endorsed to the local social welfare and development offices to ensure proper distribution.
sana po, wag tayong mag-generalize. at iwasan na lang magbitaw ng nakakasakit na salita. sabi nga ngisang nagleave ng message, lets spread love instead of hate. we in the dswd deserve the not so good words when all we do is work, and silently at that.

What a disheartening comments to hear from you about the image you now project to officials and staff of DSWD regarding relief goods being kept at the DSWD warehouse. Let it be known that this warehouse served as a national storage of relief goods intended to the whole country for augmentation to regions once a need is warranted. Hence at any given time there is an adequate stockpile ready for released immediately. With the big volume of goods you saw at the warehouse is a combination of local and international donations for typhoon Ondoy and pepeng in addition to stockpile being maintained thereat at all times. CAR region was one of those hardly hit by typhoon Pepeng and we received adequate relief goods from the national Office despite the danger posed to transport to the Cordlleras at the midst of the typhoon. We did maintained our own stockpile in the region but with the wide devastation our national office augmented as matter of policy. None so far had anybody mentioned here of the inadequacy of relief goods, because the Lgus , Ngos and NGAs had worked in partnership, coordinated places to serve inorder to cover all affected areas. At present the affected families manifested to work instead to be just given relief goods. and with the DSWD program on food for work then these families will receive goods while they do community work like clearing their muddy houses or roads , clearing debris etc.
The DSWD staff and officials worked 24/7 specially during disaster times and we continue to do this for our country men.

they say when disaster hits, mahirap and mayaman pantay pantay, talaga lang ha. This reminded me of my HS days, many years ago, I came from one of the biggest catholic school in the country, said school runs an annual fund drive for the poor w/c they distribute during December, I was one of the few allowed volunteers doing the packing in preparation for distribution, imagine to my surprise, one of the nuns running this school informed us to segregate the imported items from the local and not include them in the package for the poor, said imported items went direct to their convent and add to that a few sacks of rice as well. If nuns could do that, how much more could our damn DSWD. My advice, if you plan to donate stuffs, course it thru ABS CBN or GMA, they may vie for exposure but the items get distributed.
Grabe palang kalokohan ito. Ang dami pang pilipinong hindi nabibiyayaan… Kawawa naman sila. Sana masilip na ito ng media para lahat ng tao ay mag volunteer sa pag distribute nyan.

Hi Ella. I agree with many people here that goods donated for relief should be distributed as they come in. I do not believe that those who are hungry or sick should have to wait, because there might be another disaster and our government is caught flat-footed. In my first comment here I mentioned giving Sec. Cabral the benefit of the doubt. But now that Typhoon Ramil has passed I don’t believe there is any reason for any further delay. Another point I wish to raise is that it is Ms. GANG BADOY who started the private sector call for volunteers. Not the DSWD. I still have not seen any TV news item or advisory where the DSWD is publicly asking for volunteers. All I see is a press release that is mostly damage control. Yes, at a certain point we have to act as much as we criticize, but the DSWD has to act first because IT HAS A JOB TO DO. Salamat, Ella.

Wala kaming overtime pay. We even left our children at home just to serve. Si Nila, mukhang magkakasakit pa yata, pero dahil nga sa maraming gawain at time is of the essence, kelangan mag duty. It’s purely the essence of relentless sacrifice and volunteerism. Hindi po kami nagbubuhat ng sariling bangko. With this, we expressed extreme sadness by your blog. We saw it as irresponsible and misguiding. It is also perceptively biased, sans, destructive. Kahapon, nasa Benguet State University (BSU), La Trinidad, Benguet kame, in one of our warehouses packing relief goods. Ilang trucks ang mabilisang dinidispatch galing sa aming Central Office warehouse (kung saan ka siguro nagvolunteer ng kalahating araw lang) at dinadala dito. We were with a multitude of volunteers composed of the PNP, ARMY, NGOs and students. Kinaya ng team namin mag repack ng 1,500 bags. Bakit sa yo ay 150 lang. When I discovered your blog from facebook yesterday afternoon I did not waste any time and I quickly re-posted it for everyone to see. Those goods might never live to see their fate in due time if not for your sense of bravery in revealing what you’ve just witnessed out there(yan tuloy na-televise ka!). In saying this I do agree with your use of “nabubuloK” to describe the unbelievable mass of goods in that warehouse with only one guard and one DSWD staff in sight. Unbelievable.

I myself organised a relief drive here in Sydney among friends (even random strangers) and cannot wait for the 5 balik bayan boxes that’s here sitting in my house to get there. I remember someone telling from Manila that they wanted to do a cook-up, but they didn’t have big pots to actually do it (or the food to say the least). How ironic to see those stacks of pots and boxes of sardines sitting like fixtures or art installations (oo nga ano? para kayong nag art tour) as if they were there only for your eyes to see.
[Walang volunteers?]
This perhaps is one of the two important highlights in the story (first are the masses of relief goods in the warehouse). Had DSWD announced and advertised through the media that they needed volunteers then they would’ve found what they were looking for. They do have the means, don’ they? If not(which is highly unlikely considering the millions of dollars donated by other countries) isn’t it time that they twit, open a facebook account or join the world of blogging? I’m sure they will reach thousands of Pinoys who can even spread the word for them, it will be a snowball effect for sure. The person responsible for the content of DSWD’s website should seriously consider this especially that they are reliant on volunteers…tsk,tsk,tsk. More effectively, gather up the NGOs, church groups, schools and universities and ask them for help as it had been earlier suggested by another commentor. The failure to disclose to the public the real situation of why DSWD haven’t been able to put things into operation as quickly as they should is obvious incompetence on the part of whoever is or are directly responsible for the distribution of the goods. More over, you can really see here that the responsible authority/ies of DSWD did not feel the “real” sense of urgency in mobilizing these goods in a timely and efficient manner. Oh but of course, why should they? The public doesn’t know these stuff exist! So easy to slack off! Otherwise, if there was a genuine sense of pressing importance, choppers would’ve been deployed by the droves to distribute goods in unreachable places had they reassessed the real situation. Well, that’s another topic worth pursuing don’t you think? Where are the military choppers? it’s not like they’re in Iraq or Afghanistan, right? I’m from the mountains myself and I know how mudslides impede movement and how dangerous it is. I’m pretty sure the military will jump into action had they been informed of this particular need.

I think nobody here is saying that the DSWD local employees are at fault but what we’re saying is this snail-paced service would’ve been prevented had the higher authorities seriously assessed the degree of the effect of the calamity or better yet had an effective system in place that would’ve allowed them to move hastily (AKA doing their job!). These big bosses should be grateful that they haven’t been issued their walking papers yet. This is another reason why people feel they are being driven up the wall. Lastly, in fairness to the hard working DSWD employees who are at the opposite end of the spectrum, you have my full respect. God bless you.

Actions speak louder than words.
They can lambast, threaten, ridicule, and pull their collective hairs out, but none of that can/will explain why your group was asked to pack only local bare necessities, when tons of relief goods from our international neighbors remain in the warehouse. Are there flood victims more “worthy” to receive the imported goods than others? Their replies only generate more questions than answers.

Looking at the consequence of this blog, two things come to mind. if this is a fact, good for the blogger and nice going!! If this is bogus, lack of responsible investigation and nothing else. however, it is also very alarming to point out an imbalanced and incomplete investigation just to prove your point. i think it should have been thoroughly and rigidly studied their incompetence before we make our final judgement and do the thing that it needed to be done in proper perspective.
it would have been better if this had been observed in a series of days, and even to their drop off points where this goods was dispel. if it had dispel to the right victims and not in our mere speculative minds.
at the hight of this calamity that we have experience and will be experiencing in the next days to come, it is not possible that felt devastated especially when we see things are not done by people that we expect to do their job beyond our standards and the standards of other great nations.

Haaay…. The relief goods that has been distributed to typhoon victims are not enough. There are many families with many children who needs those goods. We eat at least three times a week. I’m sure kulang na kulang pa yung binibigay ng DSWD. Talagang sinasadya lang na i-delay ng ibang corrupt officials para mabenta nila yun in the future. Grabe uy, karma nalang for those who have bad intentions.
I agree with ana(post 274), karma will happen to those who keep keeping those good for the victims. I hope they understand how the victims are feeling right now.
More investigation should be implemented at this warehouse and see where the good are going and how long they are keeping them before they deliver it.

It really sounded funny to me that they should release this info, since Caritas and Red Cross have been known to collect donations and distribute these to their branches all over the world including Manila. Phil govt have no control over these international organizations.
So who will do the accounting and the audit of the moneys from these donations?

I was not surprise sa nadiscover mo. Mabuti at may photos ka na maski sila magdeny you have the proof. Nagtratrabaho naman talaga ang DSWD pero unlike sa mga TV networks nakikita natin ang distribution nang goods and everything is open to everybody. Sila sa DSWD tago sa warehouse. Sana man lang ipakita nila yung mga imported goods distributed sa relief areas.
We did a little share of feeding sa may Kapitolyo, Pasig and I asked one DSWD -CEO nasaan ang million, million dollars na donation. That money alone can start rehabilitation by building new houses. Look at Katrina disaster di ba bahay ang mga tinayo, sa Tsunami stricken area sa Indonesia, nagpatayo rin nang mga bahay. Ang sagot nang DSWD worker, hindi nila alam kasi national daw ang may hawak and they are just local.
In fairness these DSWD workers (a group of 5) lagi nanduon, merong din workers na taga linis, security but they are under the city of Pasig.
Still kaawaawa pa rin yung mga tao duon kasi paalisin nasila and they have no place to go. Marami pumupunta duon na private donors like us. We informed the DSWD sa ULTRA, register muna and we are allowed to distribute and give what we want directly to the victims.
Going back as you have said nakatambak ang goods. Maski nga sa Ultra na marami nang naibinibigay sa victims meron pa rin tents duon na punong puno nang sako sakong old clothes and blankets.
I believe kulang sa volunteers but all they need to say is HELP at siguradong dudumugin sila nang mga tao.
Our hearts knows the truth but what can we do but blog and talk. Kailangan sana merong maypuso na MEDIA at ariin na kapamilya ang mga victims at sya o sila ang magexpose, himayin at tignan kung saan napupunta ang mga imported relief goods. Yung local relief lang ang nakikita sa media. PLEASE ABS-CBN, GMA please magkaisa kayo, no network politics for now at hanapan nyo nang paraan na ayusin nang DSWD ang pagbabahagi nang goods. I donated also for our kababayans who were badly needed of our help but I didn’t give my donations to government agencies because I know this will happen. Wag na kayong magtaka sa mga nangyayaring anomalya sa government nten… the best thing is to do is for us to become wiser in choosing the next leader of our country. Khet anong tulong ang makuha nten mula sa ibang bansa kung ang namumuno naman e makasarili… wla talagang pagasa umangat ang ating bansa.

DSWD organized volunteers to package these goods? Why did they not do this? How many civic organizations offered their help to prepare all these incoming relief products so it can be distributed? Why not work on getting the numbers of what or which organization wants to volunterr so all these packages can be distributed but were turned down. This will prove that your claim is more credible or what you are implying has merit. Then maybe you can complain.

Ms. Ella, good day. I just got word of your expose thru my friend. Based sa mga comments, I believe na galit na galit na ang mga tao sa DSWD, which is very sad for me. By the way, I work at DSWD, but my work is not directly involved in the implementation of its programs.
During the Ondoy up until now, we at the office continued a 24-hour/day operation to facilitate receiving, accounting, repacking and distribution of the goods donated to us. The office utilizing every manpower available to facilitate this, and even “hired” some people to assist us in the repacking the goods. By “hired”, I mean that they are compensated for their work thru goods (Food for Work). We utilized the walk-in volunteers, whenever they are available to us. Most of my officemates, particulary the social workers were deployed to the areas for distribution of these goods, most of them unable to go home to their families due to the call of duty to the needing. Some of them got sick and recovered.
After hearing about this blog this morning, I immediately opened my computer to read what is this about. I am saying that you are citing a very valid issue here. The people needs to know, especially the donors, where are the donations going to. It just saddens me that most of the comments here are hate for the Department, most often, generalizing it. Though you said that you dont have anything against the employees of DSWD, and you even commended them, majority of the people who commented here hates the Department, in effect its employees, for not acting on the task at hand. This is very saddenning and discouraging for the employees of the Department, like me, that our efforts are, somehow, being taken for granted. Being a new employee at the Department, I was shocked by the way the people hates us, after the work we done to provide the goods to the needing.
Ms. Ella, again, I am saying that you are citing a very valid issue, even though it gave birth to the hate that the Department is experiencing now. now, did the author really know what was happening around? a day in the warehouse packing those goods won’t give her all the important and pertinent details of what’s going on. did she ask around? alam niya yung procedures and protocols?

When the news stated the arrival for these relief goods from many donor countries, there was a big question/worry in my mind. That these goods will be channeled and handled by a government department. Instead of feeling relieved for the typhoon victims, i even felt worried because these goods, and maybe even cash donations, will be falling into the wrong hands.
Without a doubt, any government department or agency under this present administration should not be trusted.
I would not even wonder if those cash donations would be used to fund the campaign expenses of administration bets in the 2010 elections.
I would not even wonder those relief goods they are holding in that warehouse would be eventually be distributed during campaign sorties of administration candidates, and make them look so good.

Inalam mo manlang ba na maging medical doctors at dentists at nurses nitong departamentong ito ay nagrerepack ng goods,pupunta sa mga bahang lugar para magpareceive ng mga goods, umuuwi ng 1:00AM sa kani-kanilang bahay makatapos lamang sa iniatang na trabaho, na 32 hours kumikilos kasabay pa ang mga paperworks na talagang trabaho nila, na walang overtime pay or OT na tinatanggap ang mga kawani sa halip ay offsetting lang, na may mga staff na umaabot ng 200 days ang sobrang pasok sa trabaho para lamang makagsilbi sa mga taong nasalanta, inaalagaang mga iniwang mga baby, mga pinabayaang matatanda, mga pulubing pakalat kalat at kinakalinga ng DSWD? Inalam mo ba kung talagang nabubulok?
Tiningnan mo ba mga expiry date? Tiningnan mo ba or inalam kung intended yun sa mga victims ng typhoon?
Inalam mo ba na bawat isang tumatanggap ng relief ay pilit na pinapapirma para siguradong biktima nga sila ng bagyo?
Inalam mo ba na katulad sa evergotesco pasig ay napakaraming nagpapanggap na binaha at 7x pabalik balik sa pila para makatangap ng relief, ipunin sa tricycle na dala at saka ibenta? Inalam mo ba na sa isang hamburger ang isang bata ay 4 na beses pinagpapalit ng damit para makakuha lang nito para makapandaya?
Inalam mo ba na wala ng oras ang mga empleyado nito para sa sarili at pamilya nila?
Ikaw ba ay talagang volunteer or espiya lang na nagkukunwaring volunteer?
Ano na ba ang nagawa mo sa buhay na ikakarangal ka ng Dyos? May naisalba ka na bang kaluluwa na dapat sana’y mapupunta na sa impyerno?
Hindi ba’t ang ginawa ng kanang kamay ay dapat wag nang sabihin sa kaliwang kamay dahil balewala na sa Dyos kung ito’y ipapangalandakan mo lang?

There are processes in deploying these goods. I have been in the ENROC. Desperately we were invited to help repack the goods. It would take I think a little time to process distributable packs since from what I have observed, knowing that the operation was understaffed, goods needed to be labeled with the agency’s name DSWD. They permanently printed on the packs and contents so that no other people or businesses could claim that these are their donations. Also a massive distribution of some of the packed goods were postponed because of security concerns for the volunteers. There had been strict procedures in delivering the goods to LGUs and not to partisan groups that might take the opportunity. Truly there is not enough number of social workers in the Philippines. Everybody are lawyers, accountants, engineers, journalists and bloggers. The process is slow because people have run out of energies out of hyped volunteering programs by private media and business firms. NGOs have complained to DSWD because they lack manpower as people were siphoned by Sagip Kapamilya and other popular programs. Funny that people nowadays whine about accountability from agencies while they truly trust private firms deploying relief operations that these are with pure intentions.
As I always say, one who disposes the government or a collective body itself as a concept, whether or not the President is GMA, he/she doesn’t care about other people at all. And if DSWD and all govt agencies are evil because GMA is evil, then we should be evil because we are in fact, false or true, in a “democracy” headed by GMA. Ella, people believe in you. Fight for this if you have the confidence that you really have investigated. Hindi ka naman militante, from the nature of your complaint and there should be nothing to worry about exposing this. This isn’t about dead bodies of activists.

We cannot rely on government during emergencies. That is why I donate to private institutions. Much more competent. Government institutions are extremely slow to move if they move at all.
Such a shame, so many entities have donated relief goods and they are in the warehouse. Tents et al might be sold for profit (kaya naka tago ang mga tents at ibang mga kagamitan).

If your job is difficult as you say it is, then you should be one of the first people to point out the corruption going on at the DSWD. Think about it: you’re overworked, underpaid and are made to pack relief goods that will only go to the rats in the Arroyo regime. Ang mga imported na Relief Goods ay para yan sa mga Korap na Politoko at mga Gabinete, sa mga korap na empleyado ng DSWD at sa mga “Ukay-Ukay” o d kaya’y sa Baclaran o Divisoria. Wag nyong sabihin na lahat sa DSWD malinis dyan?
Tingnan nyo sa mga bahay nila - may isang bagay na inuwi nila galing sa mga “Donated Goods”. Bakit ba ganyan ang nangyayari? Dahil kahit sa pinaka mababang pwesto nga gobyerno talamak ang korapsyon. I have read in the papers that several Congressmen and cabinet members including Vice President Noli de Castro were recipient of the relief goods. How sure are we that these relief goods will reach the poor typoons victims or they will receive those goods in time for the elections. JUST ASKING ???

Bakit ang nagagawa ng ABS-CBN, GMA - 7, NGO at ilang pribadong samahan ay hindi nila magawa? ang masakit pa ayon sa newspaper ang mga disbursement ng mga relief goods ay nangunguna ang mga kaalyado ng pamahalaan.
Nasaan naman ang hiya ninyo sa mga taga ibang bansa na nagpadala ng maraming donasyon sa mga biktima??? Talaga bang kasing kapal na ng adobe o hollow blocks ang mga mukha ninyo ganyan na ba ngayon ang kalakaran pag ikaw ay naka pwesto at may pagkakataon na mangurakot wag sayangin ang pagkakataon.

Can you believe what Cabral said in the news? They have proper logistical procedures? Making record is above all important than distribution? Well Cabral you do not need to pay a lot of people to do all the packing because volunteers are for free, and you have all the means to spread the word you needed some volunteers. Then even if you do pay some workers, no doubt your office can afford it. Calamity has just passed, and its the aftermath that is worst to get by because people have lost everything including their capacity to feed them selves and their families. You cannot even keep those goods for the next calamity, THAT’s THE DUMBEST THING I’VE HEARD. We all know donations keeps coming, and what your stock now should go, and be replaced by the next arrival of relief goods.
This is so sad… World’s resources just wasted… Will the Philippines’ situation ever change considering all those who run for office are doing so for personal intention? I personally know a certain politician and he admitted that he was someone with integrity. When he had joined the politics, there’s just no way to keep the integrity intact he says. What is to be done when everyone gives in to temptation? Nakakawalang gana naman mag donate kung di man lang aabot yung donations sa mga victims. Para lang akong nagtapon ng pera.

The Philippine government has very limited resources to distribute the relief goods to those in need. In my view, it is not a failure of one person or entity. It is a failure of the entire government system. Secretary Cabral did her job to the best of her ability. You, as a citizen, did your job to the best of your ability. But in the end, it was not a complete success. Both of you helped those in need, and both of you should be proud of that. Calamities have hit the Philippines in the past, but still nothing has changed as to how it could lessen the devastation. The burden to help improve the government system is not upon a single person or entity, but it is upon the Filipino.

This is something that every Filipino should see and know. I have observed this as well during Ondoy where if not for the NGOs and private citizens and volunteers, walang relief goods na aabot sa mga tao. Perhaps because the funds were used up already. Now they are trying to save all the donations so come next calamity or perhaps on the election day, they can say that they have goods to liquidate funds they have misused. Pwede diba? More so, this will make it appear that the country has enough supply to feed people come what may. It sucks but I agree with the blogger. The people should know and we all have the right to see what is real. I pay taxes almost 1/3 of my salary the same as others and I deserve to see the value of whatever I pay to the government. Tsk.

We have a GMA government which imposed itself upon us without us resisting it. As a consequence, it is holding us up to raise funds in the form of taxes as operational funds for them to be able to set-up facilities in the form of DSWD. When opportunities come like calamities thru which foreign nations including Spain– one of the biggest if not the biggest according to the article of Jarius Bondoc, send in donations, the GMA government take advantage of it to rob us again.

Kami dito sa US kelayo-layo have tried and found ways to somehow help and donate to our affected country men, sila tong nasa pwesto and has the “power” tapos ang reason walang voluteers???!!! @RANDY - Thanks for being understanding, in behalf of the employees of DSWD. Like I said before, I only am sadden by the people who commented without taking in consideration the feelings of the people who really are in the frontlines of the operation. Yes, the truth will set us free. I still believe that the truth will, eventually, be revealed. Nonetheless, I hope that this blog did not have any negative effect to the staff working for the Department, since they are the real workhorse of the Department. I hope that this will be a challenge to them, rather than a discouragement, to fuel their passion in serving the needing. Although their capacities have already been exhausted, I hope that they will still find the courage and strength to perform to the fullest, amidst the scrutiny being experienced by the Department.

I am an employee of the DSWD Central Office. I know that the warehouses are always full. The warehouse is stocked with goods and other important foods and utensils mostly from Japan, Spain and Canada as well as food items from the World food Program of the United Nations.
The problem is inefficiency and also the attitude of Secretary Cabral. She is an elitist who thinks that the goods from abroad or stateside are only for display. para siyang nanghihinayang mamigay ng imported goods. I have not seen it but sabi ng iba inuuwi ni secretary cabral ang ibang goods sa kanyang bahay sa Ayala Alabang pati nga mga vans and suvs na binibigay ng mga donor countries ay ginagamit niya.
sa paranaque po nakatago ang mga goods na napakarami sa enroc po. enroc building sa may airport po. alam na alam ko po na napakarami pong relief na hindi pinamimigay eh bakit po kaya?

In many years that i have worked as an officer at dswd she is the secretary without a heart that’s why we call her the heartless heart doctor because she is also a heart physician.
People should now know who she really is. She is a bad person who does not care for the people but on tv and radio she smiles and talks like a motherly person but deep inside she hates the poor and many of the officers and employees do not like her but they are afraid of her because when she gets mad she will try to find a way to fire workers and we do not want to lose our livelihoods.
But going back sa problem hindi po ako magtataka na hindi na niya ipamimigay ang magagandang gamit sa warehouse dahil nanghihinayang siya dahil wala po siyang pagtingin sa aming mga low middle class at poor. Nagtataka nga kami kung bakit siya ay parang ginagalang ng mga tao. Para din hu siyang si Gloria dahil siya ay biyahe ng biyahe.
Kelan lang po nasa Switzerland siya at ang kasama niya ang kanyang pamangking mayabang at mapang api si Erdie Casas. 3 linggo po siyang nagliwaliw sa Switzerland at kailan lang nasa Brazil naman po siya at nagpapasasa at gumagasta ng milyon para sa pamasahe lang. 2 beses sa isang taon nag vacation siya sa America para makasama ang mga anak niya doon at kasama rin niya ang kanyang asawa at mga staff sa mga biyahe niya. she does not love the poor pakitang tao lang po ang kanyang ginagawa.
dapat po ay tanggalin na siya ni Gloria at ipalit na lamang ay si Usec Yangco ang tunay na mahal ng mahihirap ngunit ang alam ng lahat ay galit siya kay Yangco at ang gusto niya si Usec Pablo dahil magkapitbahay po sila sa Ayala Alabang at pareho po silang maka elitista.
Dalawang beses na hong na extend si Pablo dahil siya po ang may hawak ng pera ng Dswd at ang chismis po ay nangungupit po silang dalawa ng pera ng dswd. dapat pong imbistagahan si secretary cabral dahil ang budget ng dswd ngayon daw po ay mahigit 15 billion pesos. gusto raw ni cabral na si pablo ang maretain kasi mahahalata ang pagnanakaw niya pag palitan ng ibang usec. ang mga directors at iba pang officials ng dswd ay takot na takot sa kanya dahil palamura siya sa mga ito at talagang duwag ang mga director.
marami po sa amin ay moa workers taunan po ang renewal at pag hindi mo sundin si cabral ay hindi ka makakasweldo at hindi ka rin bibigyan ng bonus di katulad noong panahon ni mam dinky, mam lina, mam dulce at lalo na po ni sec tavera ang pinakamabait na secretaring inabot ko na po.
gagantihan po ako ni secretary cabral. baka rin niya akong ipatransfer sa ibang office ng dswd dahil may office po kami sa lahat ng region. ako po ay civil service professional kaya hindi niya ako pwedeng tanggalin pero kung nais ho niyhang gumanti ay lalagay o tatransfer po ako kahit saan niya gusto.
takot po ako sa kanya at kay erdie ang kanyang pamankin na bodyguard na mangaalipusta ng mga maliliit sa dswd. awang awa lang po ako talaga sa mga hindi nakatanggap ng relief dahil ang mga kapatid ko po ay nasalanta at ang mga pinsan ko rin. alam ko po ang hirap na pinagdaanan nila.
secretary cabral only start working in dswd after 2005 and she thinks that she own dswd like it is her own company. but she is bad even to the asecs and usecs and directors down to the janitors and clerks because she has an evil mind and no heart inside her.

This is a travesty.. I am wondering what Pres Arroyo is doing to get this relief program going. It seems to me and everybody else that no one cares at the DSWD, esp the secretary herself. To make a statement such as {there are not enough volunteers} to speed up the process is just a poor excuse coming from a public servant. May God bless Secretray Cabral for her valiant efforts in helping the victims.{wink,wink}And may God bless her more for delaying the distribution of the relief goods which ultimately had resulted in so many deaths. govt employee din ako, but when i read this blog, sumakit ang ulo ko and parang gusto kong murahin sa mukha niya si cabral. maraming matitinong empleyado ang dswd, but because of the incompetence of their officials/leaders (hulaan nyo kung sino), nadadamay sila. hindi matatanggal si cabral kasi favorite sya at nakikinabang sa kanya si Gloria. wake up call ito sa next leaders natin, kilatisin muna ang mga uupo sa posisyon especially sa mga departamento na ang dapat pairalin ay puso.

Nakapunta na ko sa DSWD Relief Operations Center sa Pasay City nung nag volunteer ako sa isang foreign-assisted relief operations. Nakita ko nga yung maraming naka-store dun na di pa nadi-distribute na naluluma lang. Pero, alam mo, Ella, hindi ibig sabihin nun na plan na kunin yung for personal sake ng mga taga DSWD. It’s just a plain reason na wala talaga nagbo-volunteer. Naramdaman din namin yun nung kami mismo nga volunteer na kakaunti lang talaga kami. Wala pa kaming 30 Filipinos na nag-voluteer, the rest Koreans to pack 2,500 bags of rice.

Hindi lang sa DSWD nangyayari yan. Sa warehouse ng mg gamot sa DOH ang daming na -eexpire na gamot. Kapag pumunta sa mga provincial health offices, walang gamot. Sa mga barrio health centers walang gamot. Pero sa mga warehouse nila nabubulok ang mga gamot.

I volunteered with DSWD in the same warehouse once a week in the last 3 weeks. The relief goods you posted in your blog as nabubulok and hoarded by DSWD were not there in the 1st 2 weeks I went there. I saw it only last friday 23 Octiber 2009. So, I assume those goods only arrived the week you volunteered. The volume of the goods there vary every time. Was your intention really to volunteer and help DSWD or were you just looking for a material for your blog? When we were there we only had 15 minutes lunch break and 5 minutes snack break because we imposed upon ourselves quota output. We also took pictures but only of our group working.
It is not only DSWD who rejects volunteers because they have enough. My friend and I were also rejected by ABSCBN for the same reason. FYI the military was also there helping in the repacking on the 1st week after Ondoy.

Patungkol naman sa mga RELIEF GOODS ng DSWD, Hindi ko alam yung buong kwento, ngunit ang alam ko bilang dating VOLUNTEER din. Ay mahirap talagang makahanap ng mga volunteers ang DSWD dahil kung baga walang sila Brand ng Volunteerism dahil sila ay government agency, ganoon din sa America, mga sundalo ang naghahatid ng relief goods dahil kulang din sa tao.
Kahit ako mismo, ay isang Boy Scout noon, at kasali sa rescue and relief noong baha sa Butuan. Ay napunta lamang sa DSWD upang maghatid ng mga SAKO-SAKONG bigas sa Dump Truck (300 sacks). Isipin mo 17 years old noon pinagkatiwalaan nila na pumirma at maghatid ng ilang Dump Truck ng bigas. Ganoon sila kakulang sa tao at ganoon din ang kanilang tiwala sa mga BOY SCOUTS.
Noong ako’y nasa kolehiyo ako ay VOLUNTEER ng RED CROSS.. Ni minsan hindi inisip na mag volunteer sa DSWD dahil hindi ko nararamdaman ang NOBLILITY NG VOLUNTEERISM DOON, malamang dahil nga sila ay government agency. Halos lahat ng mga tao doon ay sinasahuran, sa RED CROSS puro volunteers talaga.
Ang aking suggestion na lamang po sa DSWD ay makipag coordinate sa mga established CIVIC GROUPS at RED CROSS na may mga tao at kapasidad na maghatid na tulong. At sa kanila na lamang idaan ang mga relief goods, ngunit dapat may mga representaive ng DSWD na kasama. Kung baga magiging CONDUIT na lamang or CLEARING HOUSE ang DSWD. At sa gayon hindi narin nakikipag kompetensya ang DSWD sa mga NGO’s NGUNIT nakikipag COLLABORATE sa kanila….

Ito pa mga ka Baranggay, hindi kasali Baranggay Magnanakaw. Kaya pala Nationwide state of calamity, eh gagawin nationwide nakawan. Nag release ang LGU sa Cotabato ng 1.5 million. tapos hanggang ngayon wala pa sa DSWD. Hindi naman talaga makakarating iyan sa DSWD. Para sa mga kapartido ni Gloryang Daga para elekson. Mga tanga.

Let this be a lesson to learn for everybody, especially the Government agencies, regardless of whether it is true or not, it only proved one thing. That information is no longer in the hands of some Elite families like GOZON’s or LOPEZ’es, which can be twisted and presented in any angles we want, based on the inclination of the owner.
The people regardless of age or education can become empowered through blogging. This is now the future of the information highway, as blogger’s we have the same weight of responsibility as with the ABS-CBN or GMA. Pinadami lang natin ang ABS-CBN at GMA.
Unlike in the TV outlet, any articles posted in the blog will exist as long as we can imagine, and this incident even 3 years from now will still receive comments from readers, whether it may be good or bad. That is how blogging can influence information.
Our goal is not to destroy each other but to collaborate with one another, this incident should become a lesson to all of us that bloggers are just around the corner, and that any misdeeds will never be excused. Thus, a new CHECK and BALANCES has come.

Though there might be some truth on what you said, I find your post really irresponsible. Nag-jump ka kaagad into conclusion. Did you ever bother to ask DSWD personnels about it. Clearly, you have no idea on the process and procedures on releasing the relief goods. Baka nga bago dating lang yung mga items na nakita mo dun eh.

As of now, I don’t think we need another nagmamagaling. Napaka-insensitive ng post na ito para sa mga taong nagpapakahirap. Sa palagay ko, isang beses ka lang pumunta dun para mag-”volunteer”. Yung mga empleyado dun, araw-araw. Ang dali gumawa ng puna, di ba?

Encourage natin lahat ng kababayan na sa NGO’s (GMA, ABS-CBN, Red Cross, etc. etc.) na lang magpadala ng tulong or tayu-tayo na lang. Kayang-kaya nating dayain ang tax na yan, katulad ng pandaraya nila. Maraming paraan para hindi tayo magbayad ng buwis. Hindi ko na iisa-isahin. Bahala and gobyerno mabuang at maloka kakaisip. Or kung talagang hindi maiiwasan, at least konti lang ang mababawas kesa naman sa talagang walang makarating na tulong sa mga kawawang kababayan natin. Huwag kayo mawalan ng pag-asa, naniniwala akong may katapat na kaparusahan ang lahat ng mga pang-aabuso nila, pasasaan din at mamatay din sila!
meron na bang nakatikim nung imported na pork and beans?? or yung coleman mats. mga taga DSWD post naman kayo ng outbound goods nyo na kasama yung mga imported na yun, napagtyagaan nyo ngang istack ng pagkataas taas yung mga imported goods eh, ang isang fast moving goods di na dapat iniistack ng mataas kasi fast moving nga, para mabilis sya ma process.

Almost a month na dumaan ang bagyo and that relief goods should be thier salvation. Pero naka imbak lang sa bodega? what the heck is happening….bigay na nga ng ibang bansa, gusto pang kurakutin….GRAVEHHH kayong nasa gobyerno. As per yahoo news, the cash donation itself reaches 150 billion dollars. Magkano lang kaya ang mapupunta sa tao at magkano mai bubulsa ng gobyerno?
Ella na binansagang maganda, Sa tanang buhay ko na nasilayan ko ang ahensyang DSWD, wala na akong nakikitang layunin nila kundi ang tumulong sa nakararami, kesehodang abandunahin ang sariling pamilya para sa ibang tao. In fairness sa nakakaraming kawani ng DSWD di matatawaran ang sakrificio at paglilingkod sa kapwa.
IKAW KAYA MISS ELA, MAY NAGAWA KA NA BA SA KAPWA MO. PAKIUSAP PAG ARALAN MO ANG RULES OF WAREHOUSING AND STOCKING, YOUR ACCUSATIONS TO THE DSWD IT SELF IS BASELESS. THE DONATED GOODS BEING COURSED THROUGH TO THIS AGENCY WERE BEING TAKEN CARED OFF SO THAT THIS GOOD WILL BE IN GOOD CONDITIONS WHEN THIS WILL BE GIVEN TO THE CLIENTS NEEDING THE COMMODITIES. THEY ARE NOT BEING STOCKED FOR ANY SELFISH MOTIVES. IF YOU WANT YOU CAN GO FROM TOWN TO TOWN AND ASKED YOURSELF AND WHO EVER DICTATING YOU PUT DSWD IN HOT SEAT. DO YOUR FAIR SHARE. THE WHOLE PHILIPPINES NEEDS TO BE REBUILD BUT HOW CAN WE IF THEIR IS THIS ONE ELLA WHO SEEMS TO BE SO POETIC THAT ALLEGED SHE HAS DONE MUCH SO DEGRADE THE AGENCY WHO UNSELFISHLY REACHING OUT TO PEOPLE WITHOUT PUBLICITY. BEFORE LOOKING AT DSWD WHY NOT TRY TO LOOK AHEAD. BEFORE DSWD THERE ARE OTHERS IN THE FRONTLINES. PLEASE TO ALL WHO HAVE DECLARED THEIR JUDGEMENT BE FAIR.
